Echoing one of the points made in this speech by MP Rory Stewart, the United States Institute of Peace (USIP) argues:
"A successful, legitimate and sustainable approach to peace in Afghanistan requires the inclusion of Afghan civil society and their interests. In a new USIP Peace Brief, Lisa Schirch, founding director of 3P Human Security: Partners for Peacebuilding Policy, presents how to include Afghanistan's civil society in the peace process and why it is critical for the country's future."
Obviously, none of the methods of bringing about a secure peace are based on force, nor do they focus on armed groups:
There are four broad models of public participation in peace processes relevant for Afghanistan. These include:
1. direct participation in local peace processes,
2. a national civil society assembly,
3. representation at the central negotiation table, and
4 .a public referendum to vote on a final agreement.
